My pal Ryan (who's fluent in Japanese) says that the last name starts with "Naka," so it's probably Haruo Nakajima, the fellow who played Rodan (and Godzilla).
It is indeed autographed by Haruo Nakajima, who will be appearing in San Francisco this August 21-23 for GODZILLA & THE MONSTERS OF MASS DESTRUCTION film festival.
